The fallout from the Covid-19 crisis is continuing to reshape our world and, with it, the relationship between citizen and state. The pandemic continues to amplify familiar risks (such as the deepening polarisation of society) and create new ones (such as further entrenching disadvantage and discrimination). But change of this scale can also bring with it opportunities.
